Nvidia’s Ohio AI Bet Promises Jobs but Revives Bubble Fears
OpenAI’s planned Pike County campus is pitched as a jobs-and-investment engine for southern Ohio. Yet Nvidia’s $105 billion backing, exclusive chip role and vast gas-power needs are sharpening questions over who bears the risk of the AI buildout.
Ohio’s former uranium-enrichment country is being recast as a launchpad for the AI economy. The promise is enormous—jobs, tax revenue and a new industrial future—but so are the financial and power commitments needed to make it real.
The financing debate arrived before the final deal. Reports in July that Nvidia could guarantee as much as $250 billion for OpenAI’s planned campus unsettled investors, and the commitment was subsequently reduced first to below $120 billion and then to a $105 billion cap disclosed in an SEC filing.1
OpenAI and SB Energy, the SoftBank-backed developer, then announced the PORTS-Pike project in Pike County: an eventual 8 gigawatts of IT capacity on private land and a remediated former Department of Energy site. OpenAI says the six-year buildout through 2032 could create 35,000 construction jobs and 2,500 permanent operating jobs, alongside $40 million in new community grants on top of SB Energy’s prior $40 million commitment.2
The company’s pitch is designed to address the local costs as directly as the economic upside. “The project will pay its own energy and infrastructure costs,” OpenAI said, pledging that grid upgrades and transmission would not be shifted to regional ratepayers. It also says its closed-loop, air-cooled system will sharply curb ongoing water demand.2
But the deal also crystallizes the AI sector’s larger tension. Nvidia will be the exclusive chip supplier in the initial phase, invest $1.5 billion in SB Energy and provide credit support tied to leases and power payments. Critics see a familiar loop: the dominant chipmaker helps finance the infrastructure that buys its chips. Jensen Huang rejects that framing, saying, “Is this circular financing? No. OpenAI will pay the lease.”3
The first 800 megawatts are expected in 2028, largely using existing AEP infrastructure. Beyond that, the project depends on new plants and transmission lines; SB Energy plans 9.2 gigawatts of natural-gas generation, with the power plant alone expected to cost $33 billion.4 For Ohio, the campus is a wager on industrial renewal. For markets, it is a test of whether AI demand can ultimately fund the colossal machinery built in its name.
